Why AI Factories


The European AI Factories initiative aims to build a robust, interconnected ecosystem that enables the development, testing and deployment of advanced AI models across the EU.

Driving European leadership in AI innovation

The European Union has the objective to become a global leader in artificial intelligence – an ambition outlined in its AI continent action plan. The European AI Factories are designed to accelerate the development of cutting-edge generative AI models by offering access to:  
  1. Advanced supercomputing infrastructure 
  2. High-quality, curated datasets
  3. A collaborative environment connecting academia, industry and startups across Europe  

By combining these elements, the initiative strengthens Europe’s position as a global leader in AI innovation and deployment.

Enabling strategic ​autonomy in AI 

The AI Factories reflect the EU’s commitment to digital sovereignty by reducing reliance on non-European technologies and infrastructures. This empowers European entities to develop AI solutions that align with EU values, standards, and regulations

Key objectives of the AI Factories 

Enhance AI capabilities
Leveraging the supercomputing power of the EuroHPC Joint Undertaking, AI Factories enable the development of large-scale AI models that can address complex challenges across various sectors.  
Foster
innovation
The initiative provides a platform for AI startups and small and medium-sized enterprises (SMEs) to access the computational power and data necessary for developing advanced AI solutions.  
Promote trustworthy AI
In line with the EU AI Act, the AI Factories support the development of safe, ethical AI systems that respect fundamental rights and promote public trust.

A Europe-wide ​network 

Luxembourg is part of a network of 19 AI Factories established under the coordination of the EuroHPC Joint Undertaking. Other countries hosting AI Factories include Austria, Bulgaria, Finland, France, Germany, Greece, Italy, Poland, Spain, Slovenia and Sweden.  

Many AI Factories are operated by consortia involving several participating countries, reinforcing cross-border collaboration and knowledge sharing

This project has received funding from the European High Performance Computing Joint Undertaking (JU) under Grant Agreement No. 101234366. The JU receives support from the European Union’s Horizon Europe research and innovation programme and from Luxembourg, Belgium, Croatia, Greece, Hungary, Ireland, Italy, the Netherlands, Poland, Portugal, Slovenia, and Spain.
