Data access request review (DARREV)

Helping applicants translate their data project needs into compliant data access requests while supporting data holders in providing the required information for access decisions.

What it is and why it matters

Many datasets used for research and AI development contain sensitive subject-level data or are subject to intellectual property restrictions. Access to such datasets therefore requires a formal review process before data can be shared.

The Data Access Request Review (DARREV) service supports both applicants and data holders in preparing well-structured data access requests for restricted datasets. It helps ensure that requests clearly describe the intended data use, relevant safeguards, and potential risks associated with the requested data.

While DARREV supports the preparation and review of access requests, the final decision to grant or refuse access remains with the designated data authority or the relevant data controller.

How can Luxembourg AI Factory help

We help applicants translate their project needs into clear and well-structured data access requests aligned with relevant governance frameworks and the data minimisation principle.

At the same time, we support data holders in providing the information required to evaluate access requests, including data use conditions, de-identification status, and potential risks associated with specific data variables.

By supporting both sides of the process, the service helps streamline the preparation of access requests for restricted datasets.

What you can expect

  1. Request optimisation
Support for applicants in preparing structured and compliant data access requests aligned with governance frameworks such as DGA / PdL8395 or peer-to-peer data sharing arrangements.
  2. Request review support
Support for data holders in providing the information required to complete and evaluate data access requests.
  3. Agreement facilitation
Guidance on procedures for establishing bilateral data transfer agreements between data providers and data users when LNDS is not a signatory to the agreement.

Who it is for

This service is intended for organisations that need access to restricted or sensitive datasets to support research activities or the development of AI models.

It is relevant for data users submitting data access requests as well as data holders responsible for evaluating and providing the information required for those requests.

Additional notes on access decisions

The DARREV service supports the preparation and review of access requests but does not grant or refuse access to data. Final decisions remain with the designated data authority or the relevant data controller responsible for the dataset.
