Luxembourg quantum funding: €79 million EuroHPC calls open
Luxembourg-based innovators have until 17 November 2026 to access €79 million in quantum funding through four open EuroHPC calls.

Europe is actively pushing to secure its digital sovereignty and transition scientific breakthroughs into real market opportunities. Under the Quantum Europe Strategy, adopted by the European Commission in July 2025, the EU aims to position itself as a global leader in quantum technologies by 2030. The strategy addresses the historical fragmentation across Member States by focusing on five key areas: research and innovation, quantum infrastructures, ecosystem strengthening, space and dual-use capabilities, and quantum skills.
To execute this vision, the European High-Performance Computing Joint Undertaking (EuroHPC JU) has allocated substantial funding to bridge the gap between academic research and industrial deployment. Six strategic calls are currently open, representing a combined budget of €119 million. These calls target critical technical roadblocks, from scaling physical qubits to establishing robust testing and pilot production lines.
These funding opportunities will be funded under Horizon Europe as Research and Innovation Actions, which means a 100% funding rate grant for activities starting in industrial research and ending in experimental development. They opened for submission on 13 August 2026, and the strict deadline for submitting proposals is 17 November 2026. Discover four of these calls and how we can help you apply for them.
Four open EuroHPC quantum calls
Superconducting Platform Technologies
HORIZON-JU-EUROHPC-2026-SPT-10-01 - With a budget of €20 million, this call aims to develop a cloud-accessible, full-stack superconducting quantum computer targeting 1,000 physical qubits and quantum processing unit architecture based on chiplet technology, advancing systems from Technology Readiness Level (TRL) 4 to TRL 7.
Next-Generation QKD Systems
HORIZON-JU-EUROHPC-2026-NQKD-12-01 - This €24 million call focuses on quantum-secure communications by developing next-generation Quantum Key Distribution (QKD) systems with key rates exceeding 1 Mbps over metropolitan distances and regional network coverage of more than 300 km, while implementing advanced cryptographic protocols beyond QKD, including by combining QKD and post-quantum cryptography. The systems should advance from TRL 4 to 7.
Quantum-Testing Infrastructure for Quantum Technologies
HORIZON-JU-EUROHPC-2026-QTI-13-01 - Backed by a €20 million budget, this action will establish a pan-European, open-access testing and experimentation infrastructure for quantum technologies to validate and certify quantum components and systems. The systems should advance from TRL 3/4 to 5/7.
Quantum Experimental Pilot Lines for Quantum Technologies
HORIZON-JU-EUROHPC-2026-QEXP-14-01 - This €15 million call (Qu-Pilot) aims to establish experimental production infrastructure to advance quantum hardware technologies, focusing on quantum processors, sensors, and cryo-compatible packaging. The system should advance from TRL 3/4 to TRL 5/7.
How Luxembourg AI Factory supports your application
Navigating European research and innovation calls requires strategic alignment with call topic objectives, a well-structured consortium and a competitive proposal. Luxembourg AI Factory provides dedicated support at each stage.
These calls are open to collaborative consortia under Horizon Europe. Through Luxinnovation's European funding services, our advisory team helps startups, SMEs and research institutions identify the most relevant calls and assess their eligibility. For consortium building, the Matchmaking service connects Luxembourg-based organisations with complementary European partners.
