The Luxembourg AI Factory is anchored in a comprehensive national vision. In 2025, the government published three coordinated strategies, covering data, artificial intelligence and quantum technologies, designed as complementary components of a single digital ecosystem with a shared horizon of 2030.

These strategies are built around six common enablers: governance and regulations, talent and skills, infrastructure, service ecosystem, research and innovation, and international collaboration. They share a common governance structure involving the Ministry of State, the Ministry of the Economy, the Ministry for Research and Higher Education and the Ministry for Digitalisation.

For international businesses, this unified approach means that AI adoption in Luxembourg is supported by a coherent, government-backed framework spanning data access, computing infrastructure, regulatory alignment and workforce development, rather than fragmented or competing initiatives.
