The Ministry of the Economy launches a call for expressions of interest within the framework of the IPCEI-AI

The Ministry of the Economy is launching a call for expressions of interest for organisations based in Luxembourg wishing to contribute to the Important Project of Common European Interest on Artificial Intelligence (IPCEI-AI), currently being prepared at the European level.

The IPCEI-AI aims to support the development of a competitive and sovereign European ecosystem in the field of artificial intelligence, by promoting collaborative, innovative and high value-added projects. In particular, it is part of the European priorities to strengthen the European Union's capabilities along the entire AI value chain, from access to data to the development, deployment and uptake of artificial intelligence solutions in strategic sectors.

This call aims to identify Luxembourg projects that are likely to fit into the ambition of IPCEI-AI, which aims to support transnational research, development and innovation projects in the field of artificial intelligence. It is part of the European Union's desire to strengthen its competitiveness, its technological sovereignty and the resilience of its industrial base through the development and adoption of advanced technologies.

The projects sought must fall within one of the six areas of the value chain identified in the framework of the IPCEI-AI:

  • Data processing, orchestration, and provision; Sovereign foundation models; Sovereign foundation models specific to certain industrial sectors; Deployment and operation of AI solutions; Open platforms for AI; AI services and industry use cases.

The selected Luxembourg organisations will not participate as direct beneficiaries of IPCEI-AI, but as associated partners. In particular, they will have to demonstrate effective cross-border collaboration with at least three independent organisations participating in IPCEI-AI, including at least one direct participant.

Activities carried out by organisations established in Luxembourg may, where appropriate, benefit from public support under national aid schemes for research, development and innovation, in accordance with the applicable legal framework. Eligible activities are limited to industrial research and experimental development.

The projects will be evaluated in particular on their alignment with the objectives of the IPCEI-AI and the Luxembourg AI strategy, their level of innovation, their potential for spin-offs and dissemination in Luxembourg and abroad, as well as their ability to generate effective international collaboration.

Interested organizations are invited to submit the document "IPCEI-AI Project Description Template.docx", describing their position within the value chain, their area of interest among the six identified themes, as well as a general overview of the potential industrial project and the envisaged contribution.

The deadline for the submission of expressions of interest is Friday, June 5, 2026, end of the day.

Expressions of interest submitted by entities established in Luxembourg are non-binding and do not constitute a formal application for State aid.
